The Advisory Office of the President of SAB
The State Audit Bureau of Kuwait (SAB) has remarkably demonstrated a significant and
effective role during the different crises and disasters that afflicted our beloved country,
Kuwait. SAB has always been keen to ensure effective control over the public funds
along with carrying out its competencies and mandates set forth by its establishment law.
Throughout the nearly six decades of its establishment in 1964, SAB actively exercised
its role by auditing all expenditures that took place during times of crisis, including the
crisis of the brutal invasion of Kuwait in 1990. During the invasion, the then President of
SAB, Mr. Faris Al-Wugayyan, asked His Highness the late Crown Prince of Kuwait, Sheikh
Saad Al-Abdullah Al-Salem Al-Sabah, to allow SAB to resume work and continue to perform
its constitutional and legal role. This request was immediately approved. Accordingly, His
Highness the late Emir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah ordered the Kuwaiti
embassies abroad to establish offices for SAB to carry out its legal and accounting duties.
Through those established offices, SAB managed to perform its functions and submitted a
report on the outcome of its work to His Highness the late Emir of Kuwait, Sheikh Jaber Al-
Ahmad Al-Jaber Al-Sabah, after the liberation of Kuwait.
Amid the crisis of COVID-19, which is facing the entire world and disrupting business and
activities in the country, SAB continues to play its full role. The President Mr. Faisal Al-Shaya,
the Vice-President Mr. Adel Al-Sarawi, the Undersecretary, assistant undersecretaries,
supervisors, auditors, and inspectors of SAB have actively performed their role in reviewing
and approving the main and necessary tenders, along with auditing the accounts and
expenditures of the different government ministries, departments, and institutions. Their
efforts also include the preparation and submission of the SAB Annual Report for FY
2019/2020 within its legal deadline. This report was submitted to His Highness the Emir of
Kuwait Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah, His Highness the Crown Prince Sheikh
Mishaal Al-Ahmad Al-Jaber Al-Sabah, the speaker of the National Assembly, the prime
minister, and the minister of finance.
As we have seen during the crises and disasters facing the country, the State Audit Bureau
of Kuwait has always been present and stood on the front lines together with the different
State entities that have demonstrated a pioneering role in mitigating impacts of the COVID-19
pandemic. The constant and contentious control of SAB resulted in alleviating the effects of
this pandemic on the State as a whole, and particularly its financial assets and resources.
