1. Would you please give us a brief introduction about the establishment of your
SAI and its oversight role over public funds?
The State Audit Bureau of Qatar (the Bureau) was established in 1973 under Law No. (5) of 1973, which
was then superseded by Law (4) of 1995. The latter was amended by Law (12) of 1999, under which the
Bureau became a financially and administratively autonomous body and was granted authority to set out
financial and administrative regulations governing its functions. Recently, the Emir issued Law (11) of
2016 on the State Audit Bureau of Qatar, which has dramatically contributed to enhancing the role of the
SAI in exercising new types of control.
2. To what extent has the Bureau been supported and independent?
The State Audit Bureau of Qatar is an independent audit body with a legal personality that directly
reports to the Emir and has a special budget attached to the budget of the Emiri Diwan. The Bureau
mainly aims at achieving financial control over State funds as well as the funds of the entities subject
to its control. It has full support from His Highness, the Emir of Qatar. The SAI also enjoys excellent
cooperation with different State’s official authorities in exercising its functions and achieving the
anticipated objectives in protecting public funds.

In an interview conducted by “Al-Raqaba” magazine, the President of the State Audit Bureau of Qatar,
H.E. Sheikh Bandar Bin Mohammed Bin Saoud Al-Thani, stressed that the relations between the SAIs
of Qatar and Kuwait have always been solid and based on mutual respect and close cooperation in
different domains. His Excellency also underscored the remarkable coordination of positions between
the two SAIs at the international and regional forums. “We constantly strive to develop ties with our
brothers in the State of Kuwait in every field,” explained Sheikh Bandar. He added that such endeavors
might be realized in practice through exchange visits that would undoubtedly contribute to consolidating
and enhancing the strong relations existing between the two SAIs.
