training programs and field work along with
elevating the professional efficiency of its staff.
In addition, the Bureau regularly reviews its policy
and procedure guides as well as the assessment
criteria in order to be updated and to ensure that
they keep up with the latest developments in the
different areas of work. Such regular reviews might
also be necessary to measure and assess the
performance of the various departments of the
Bureau and its employees in terms of achieving
work plans and the interim and strategic goals of
the SAI. As part of its efforts to improve its work
systems, the Bureau has introduced Archer Audit
Management, which is a modern system used in
audits and verification processes.
6. How can your SAI foster and
maintain its relations with the entities
subject to its control?
The Bureau builds its relations with the different
entities subject to its control based on the
principle that we are all partners in the protection
of public funds. The Bureau has conducted
several training programs and workshops
dedicated to the staff in the entities subject to its
control to elevate their performance and introduce
them to the latest developments and updates
related to the accounting and audit standards,
relevant laws and regulations, and contract-
related practices. Such efforts would therefore
help to reduce flaws and ensure better protection
of public funds. In addition, the Bureau is keen to
cooperate with the entities subject to its control in
the field of risk management. It has arranged to
conduct several training programs and workshops
for the staff of such entities to introduce them to
the concept of risk management and their means
of assessment.
7. What is the mechanism for recruiting
and appointing the staff of your SAI?
Is there a special allowance granted
to the SAI’s employees to attract
experienced personnel?
In order to lay a solid future basis for the Bureau’s
cadre and ensure ongoing capacity building
within the SAI, the Bureau is keen to attract and
recruit qualified and experienced staff. It also
strives to attract outstanding college graduates
to join the Bureau. Employees of the Bureau
are recruited through a competent team that is
assigned to assess the submitted job applications,
particularly the applicants’ expertise and the
academic and vocational qualification, to decide
on the appointment of the applicants for the
different positions within the SAI. In an effort to
attract outstanding new graduates as well as
qualified and experienced workers, the Bureau
has updated its personnel affairs’ regulation to
include several benefits for employees of the SAI.
Indeed, this step has dramatically contributed
to encouraging such parties to apply to work
at the Bureau.
8. What are your SAI’s plans for
building and enhancing the capacities
of the staff?
The Bureau had set out ambitious programs and
plans for the training and continuing professional
education of its staff to ensure that they keep
up with the latest developments in their field of
work. To that end, the Bureau had established
its training center, i.e., The Center of Excellence
for Training and Development. This center is
responsible for preparing the training plans and
programs and linking them with the individual
career paths of the Bureau’s employees.
