9. What is the nature of the relationship
between your SAIs and the parliament?
What are your aspirations regarding
this relationship?
As I mentioned earlier, the Establishment Law
stipulated that the State Audit Bureau of Qatar
shall directly report to His Highness the Emir.
Besides, the relation between the Bureau and the
Shura Council, the consultative council of Qatar,
stems from the role of the Bureau in controlling the
financial and accounting aspects of the Council’s
functions. This is due to the fact that the Shura
Council is one of the entities that are subject to the
Bureau’s control. It is worth noting that the State
Audit Bureau of Qatar submits an annual report on
the results of its work to High Highness the Emir.
10. What benefits does your SAI
realize in taking part and joining
the membership of international
and regional audit organizations
and their committees?
The Bureau actively participates in several
organizations at the international and regional
levels. In addition to being an observer member
of ASOSAI and ECOSAI, the Bureau is a member
of many INTOSAI and ARABOSAI committees and
working groups. Currently, the Bureau assumes
the chairmanship of the Arab Organization
of Supreme Audit Institutions (ARABOSAI).
Through such memberships, the Bureau strives
to engage in the work of those committees and
working groups in order to elevate the capacities
of the SAI to keep up with the latest vocational
developments. Such engagements would
also serve to build and enhance the relations
between our SAI and its counterparts and help all
parties capitalize on the exchanged knowledge
and expertise.
11. How would you rate the level of
cooperation and coordination between
your SAI and the State Audit Bureau
of Kuwait?
The relations of our SAI with the State Audit
Bureau of Kuwait have always been solid and
based on mutual respect and close cooperation
in different domains. There is also remarkable
coordination of positions between our two SAIs
at the international and regional forums. We
constantly strive to develop ties with our brothers
in the State of Kuwait in every field. Indeed,
this visit took place in order to consolidate and
enhance the close relations that have always
existed between the Bureau of Qatar and the State
Audit Bureau of Kuwait.
