A Proposed Approach to Accounting
To Improve Performance through the Integration of
Governance and Balanced Performance Measurement
The management and enhancement of
institutional performance are issues of great
interest to international organizations as well
as scholars and researchers in the fields of
accounting and management. This growing
interest stems from the belief that a topic is the
core of the audit process in its both dimensions,
the financial and the operational. It provides the
basis for rational decision-making. Unlike the
government sector, which merely focuses on
protecting the public funds, the private sector
grants special attention to the management and
improvement of the institutional performance
within.
To optimize and elevate the management
of the institutional performance system, the
theory of accounting have presented the notion
governance as one of the primary mechanisms
to manage and improve performance to tackle
all forms of corruption within the units of the
government sector. The theory also highlighted
the role of the different Supreme Audit
Institutions (SAIs) that are employing good
governance in making effective administrative
decisions at the operational and strategic
levels. In this sense, the balanced performance
measurement was introduced as an effective
mechanism capable of achieving effective
audits at both the financial and functional
dimensions. Further, the introduction of

governance in this domain would transform
the concept of institutional performance
management and improvement from being
merely focused on analyzing and interpreting
past performance into a broader scope that
involves studying and analyzing future behavior.
The study includes four chapters, as follows:
CHAPTER ONE: MAIN FRAMEWORK OF THE
STUDY
This chapter introduces the main framework of
the study through two sub-sections. The first
section addresses previous studies as well as a
survey on the adoption of governance and the
balanced scorecard to improve performance.
On the other hand, the second section of the
chapter introduces the strategic framework for
conducting the study to find research evidence
for the previous studies and field evidence for
surveys relating to the research phenomenon.
The content of these two sections is briefly
presented below.
Section (1): Previous Studies and the Survey
Upon extrapolating a number of previous
studies in this domain, it was evident that the
content of the study was targeted towards
characterizing governance and balanced
performance in the government sector with no
reference to the impact of these two elements
on improving the institutional performance
