Second: the mechanisms of governance in the public sector
The application of good governance that is targeted towards enhancing citizens› confidence in
the State and its institutions is based on the availability of internal and external mechanisms. Those
mechanisms include the control exercised by the external and internal parties over the organization
to ensure proper application of governance rules and the other relevant laws and regulations. Such
application would thereby guarantee
better management of the organizations
and the state as a whole.

First: rules of governance in the public
sector
Many economic reforms and structural
adjustment programs, which were set out
by international monetary institutions, i.e.,
International Monetary Fund (IMF) and the
World Bank, have failed. In this regard,
the experts concluded that the failure of
such programs should not be attributed to the structure of the reform programs themselves. Yet, the
flaws lie in the poor management of the state’s affairs in
addition to the weak governance mechanisms within many developing countries concerned with
within the public institutions and units. All those contributions would enhance the values of
democracy, enforcement of laws against corruption, and the protection of public funds. They would
also lead to supporting rational decision-making and ensuring respect of stakeholders’ rights.
