The Constitution of Kuwait has given significant consideration to public health based on what
has been stated within its Articles (15) and (123). It stipulated that the country, represented by its
executive authority, shall provide the necessary care to cure disease and impose prevention methods
to overcome pandemics. As per its capacity, the Council of Ministers carried on with its responsibility
– as stipulated in its bylaws- to take any matter relevant to the country’s internal and external policy
into consideration. Therefore, several resolutions were issued by the Council of Ministers as a part of
its response to the exceptional circumstances facing the country today due to the global pandemic,
the Novel Coronavirus.
